Toyota 4Runner Fender Flares?

Hey guys, I need a lil help. I have a 1999 4Runner. Fender Flares I want to put on it because mine did not have them. I checked a site, and they said they have universal Fender Flares (BLACK color) for $ 60. But he said I would have to cut and do everything to fit my model. They said they also have that fit my 99 4Runner but cost much more because they are installed. 4 Set = $ 360. Now my question what should buy? If I buy the universal set for the price is much less cutting and painting of Fender Flares easy or difficult. Is there someone who can or should take a store? Please kindly reply if you know.
