I have a 98 jeep wrangler I am trying to remove the fender flares but the screws that hold them on just spins?

I have a 98 jeep wrangler I am trying to remove the fender flares but the screws that hold them on just spins. Can you help me?
I have a 98 jeep wrangler I am trying to remove the fender flares but the screws that hold them on just spins? There is a smooth nut thing inside the finder well. I think it should be tacked to the body but it is what is keeping the screw from backing off. That is what I am having problems with; the round smooth nut.

On the rear you have to remove the fender liners,grab hold of them at the front and pull towards the back.They are held on with plastic push pins that will have to be replaced,you can buy them at any auto parts store.With the fender liner out of the way just grab the plastic nuts with some pliers or vise grips.The front ones you can get to with no problems.
