How to get rid of buzz noise on bass guitar?

I have a jazz fender bass (electric) japan made, when it is pluged in the amp and i not playing on it there is a buzz sound coming out though the amp,if i start playin or i put my finger on the bridge,place hand on strings or even put my finger on the metal plate where the amp plugs in no buzz noise.But if you just stand there not playing it the buzz noise is humming away,my precision bass does not do it at all, anybody have a suggestion or tech-way to fix this?

it may be a electrical problem with the amp or it is not grounded
