ARE FENDER TELECASTERS MORE SUITABLE FOR BOTH METAL AND BLUES THAN STRATOCASTERS?

I have both a Strat and a Tele, and can get great tones out of both of them. Strats are more versatile, especially if you get an HSS with a split-coil, both are used for Metal and Blues.
The Model in your link looks like a good choice for blues and metal, but if I were you I’d play as many different guitars as I could find in my price range, and chose the one that plays and sounds the best.
If you can find one this is an excellent choice for a Tele, twin humbuckers that can be spit to get that classic single coil sound.
