I believe there is a problem with my bass amp fuses but I need help!?

I have a Fender Bassman Compact amp and every time I turn it one I either hear a loud rumbling noise or just a straight buzz…
I believe a fuse is loose (not blown) and I don’t know how to fix it…please help!

That doesn’t sound like a fuse, especially with the straight buzz. It sounds like short from a loose connection. I don’t think that’s a tube amp, but if I’m mistaken on that, the tubes could need replacing.
Check the obvious like the jack where the cord plugs in (does this sound happen if nothing is plugged in?). When it happens, does turning any of the knobs make a difference? If so, the pots could be dirty and need to be cleaned or replaced. Sometimes turning a knob to zero then 10 then back to zero rapidly several times will clean up a scratchy pot.
Other than that, take it in to a local guitar repair shop that does amps and have them look it over.
I would not recommend opening the amp up unless you know what you’re doing. There can be some very high dangerous voltages in there you don’t want to mess around with.
